The Underground of Fortaleza has been under construction for a few years now. The works go at a slow pace, because it is expensive (the lines will run under some busy parts of the city), and most funds come from the federal government (which is uncertain, given the current fiscal policy in Brazil) and international agencies (the city of Fortaleza must match a certain amount of the money, but hasn't this has also been uncertain).
Notice, however, that the lines will serve mostly the poorer areas of the city, not the touristic areas. In the project, the two lines will start near the downtown area, and will go westbound and southbound. See map below.
